Agenda Title:

Council action is requested to approve an Inspection Services Contract with Cook Flatt & Strobel Engineers, PA (CFSE), for an amount not to exceed $83,008.99 authorizing future change orders not to exceed $8,300 and/or time extensions to perform construction inspection for the 40 Highway Complete Streets Project (No. 111802).

Executive Summary:

The requested council action would approve an Inspection Services Contract with Cook Flatt & Strobel Engineers to perform inspections for the 40 Hwy Complete Streets Project (No. 111802). The project will construct new sidewalk, dedicated bike lane, curb & gutter, push button pedestrian signals, transit stop improvements, street lighting improvements, storm sewer and drainage improvements, retaining walls, and landscaping on the north side of US 40 Highway between Blue Ridge Cutoff and Sterling Avenue.

Background:

For federally funded projects, inspection staff must be LPA certified.  Cook, Flatt, and Strobel is an approved vendor from the MoDOT approved vendor list.  Supplemental Inspection Services are required to meet Municipal Services Department construction inspection workload demand. Contract inspectors will be responsible for day-to-day activities as assigned by the City’s Construction Administrator. These responsibilities will generally consist of:

  • Documentation and inspection of construction activities.
  • Computing quantities of acceptable of work.
  • Oversight and documentation of time and material work.
  • Preparation of daily diaries and inspection reports documenting construction activities and relevant observations. 

 

Solicitation was issued by Request for Proposals (RFP) and selection was based on the evaluation of qualification submitted from a short list of three Consultants. Cook Flat & Strobel Engineers (CFSE) was selected accordingly. The negotiated fee for services consisting of labor ($77,988.99) and expenses ($5,020.00) is $83,008.99.



Fiscal Impact:

The fiscal impact to the City is $91,308.99. Expense for the 40 Highway Complete Streets Project (No.111802) will be paid from the Streets Sales Tax Fund, account number 7011-5406, and covered through the previously approved fund agreement for this project (ordinance #19124) which allocated $2,500,000.00 from the Federal Surface Transportation Program to the Street Sales Tax funds for the US Highway Complete Streets Project (No.111802/Fed. Project No. STP 3379{437}).
