Council action is requested to issue a purchase order to Shawnee Mission Ford, for the $234,276.00 purchase of (6) 2022 Ford Explorer Police Interceptors for the Police Department.

The Use Tax provides for hiring 30 new Police Officers as well as equipment for the Police Department. With the 30 additional personnel being hired the estimate that the Police Department can start with 12 new vehicles which would provide for new hires and replacement of any other vehicle losses while waiting for these vehicles to be manufactured. There is currently a 10 month-1 year wait period from when vehicles are ordered to them being delivered. The Police Department wishes to order 6 standard Ford Explorer Police Interceptors and 6 Hybrid Ford Explorers so the department can effectively evaluate any fuel savings the hybrid option may provide for field units.

The vendor providing the vehicles is Shawnee Mission Ford, who provided a quote based on a Mid-America Council of Public Procurement (MACPP) cooperative contract.

Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process.

Approval of this item authorizes the Finance and Administration Director to issue change orders up to ten (10) percent of the original authorized amount, providing appropriations are available.

The fiscal impact to the City is $234,276.00. Funding is included in the 2021/2022 adopted budget, page 178, account number E (4571-5404).
