22-004 - 2R.  An ordinance declaring the need to acquire real property for the amelioration of conditions which constitute blight in the City by negotiation, or, if necessary, by condemnation, and authorizing the City Manager to obtain and execute all instruments necessary for acquisition of such land.

Executive Summary:

The property at 4023 South Noland Road exhibits conditions of blight. The property owner has not been responsive to the City's attempts to contact them regarding their unwillingness to improve the property. 
 
Improvements are needed to alleviate the conditions of blight on the property, which will require that the land be acquired by negotiations or condemnation.


This ordinance declares the need for the City to acquire the property in order to alleviate the blight conditions, and further directs the City Manager to negotiate with the owners for the property. If the owner cannot be located or is unwilling to make improvements, this ordinance authorizes the City Manager to proceed with condemnation of the property.

The City Council met in Executive Session on November 8 and took the following action on this matter:

Councilmembers Hobart and Mayor Weir moved to proceed with the eminent domain process for the property at Noland and 70 Hwy.  Ayes – Councilmembers Perkins, DeLuccie, Hobart and Mayor Weir.   Noes – None.  Absent:  Councilmembers Huff, Stewart and Steinmeyer.
