If approved, this ordinance would require any person, firm or corporation seeking to hold a carnival or other event with amusement rides to submit a security plan to the city as part of an application for a Special Event Permit.  Each application with security plan shall be reviewed by the Chief of Police or their designee.  No permit shall be issued without both approval of both the Chief of Police and City Manager.  The Chief of Police may require additional security-related measures of the applicant based on the plan provided before a permit will be issued.  All carnival security plans must address the following items:

 
A. Perimeter security: including required fencing, entrance and exit point enforcement.
B. Private security personnel: uniformed/trained private security provided in adequate numbers for the anticipated number of patrons.
C. Enforcement of specific event rules: curfew enforcement, no weapons, no running, and a search of all backpacks or bags taken inside event.  
D. Other security measures:  wand or pat down of patrons, physically separating thrill rides from other rides, and entrance fees or pre-paid passes.
