| | | | | | | | Background:
The Municipal Services Department/Water Pollution Control Division wishes to contract with JCI Industries, LLC to add fine screening of sewage prior to the sewage reaching the Sugar Creek Pump Station pumps. The screening is required to keep debris out of the pumps and extend their life cycle. This will also remove debris prior to sending it to the Rock Creek Treatment Facility. Therefore, it will also help extend the life cycle of multiple pumps at the treatment facility. Screening will also reduce maintenance for pumps that may become clogged. The screening will be a vital piece of equipment to help with the upcoming biosolids handling improvements for land application.
The Procurement Division issued Request for Proposal (RFP) #21104 on December 17, 2021. The rfp was publicly available on the City’s e-bidding service provider, Public Purchase. Two Hundred Thirty-One (231) potential bidders were notified, fifteen (15) accessed the rfp. Responses were received from four firms: JCI Industries, Inc., MegaKC, Ray Lindsey Company and Ross Construction. The response was evaluated based on the following criteria:
• Evidence of experience & references with similar projects
• Expertise of personnel
• Responses to requirements section and project narrative
• Price
Upon review by City staff, it was determined the proposal of $314,466.00 submitted by JCI Industries, Inc. met specifications and was the best value proposal.
This project is identified as Municipal Services Department Capital Improvement Fund project number 302006.
Approval of this item shall authorize change orders up to a total of ten (10) percent of the original authorized amount, provided appropriations are available. |

The fiscal impact to the City is $314,466.00. Funding is included in the fiscal year 2019/20 adopted budget, page 157, Capital Improvement Project number 302006.
