Executive Summary:

The City of Independence negotiates an annual agreement with the Independence Chamber of Commerce for use of the public areas within a defined area generally encompassing the Independence Square. In order to protect current and future public and private investments within this area, as well as to ensure the interests of the merchants who operate on a permanent basis from the Independence Square are addressed, the City Council wishes to direct the City Manager to include the Independence Square Association in the contract negotiation process each year.

 
Background:

The City of Independence contracts with the Independence Chamber of Commerce on an annual basis for the use of public spaces and resources for the Santa-Cali-Gon Festival. The contract grants the Independence Chamber of Commerce exclusive use of the public areas within an are defined generally as the Independence Square for operating the Santa-Cali-Gon Festival. The contract addresses various operating issues associated with conducting the festival including parking, vendor licensing, trash collection, security, public access, electrical service and use of public spaces for temporary structures.

On February 16th, 2021, the City Council approved a professional services contract with WSP USA to provide design services for the Square Streetscape Project (Project No. 111902). This project will include narrowing lane widths, shifting some curb locations, converting traffic around the historic courthouse to one-way traffic, improving intersections at all corners of the Square, providing bump-outs, plantings, and site amenities; This project was endorsed by both the Independence Chamber of Commerce and the Independence Square Association.


The City of Independence desires to support the Independence Chamber of Commerce in producing a successful festival while also ensuring the current and planned investments in the Independence Square are protected. To ensure both outcomes are met, the City Council wishes to direct the City Manager to include the Independence Square Association along with the Independence Chamber of Commerce in the negotiations each year for the Santa-Cali-Gon contract.
