Agenda Title:

  1. Council action is requested on the application received from Natural Hotel Group, LLC, doing business as Clarion Pointe, for a Hotel Selling of Intoxicating Liquor License for the Clarion Pointe Hotel located at 4048 S. Lynn Court Dr.

Recommendations:

The Police Department does not recommend approval of this liquor license due to numerous and continued illegal activity at this location leading the previous hotel to be shut down.  The Liquor License Officer concurs with the Police Department and does not recommend approval of this license. 

Executive Summary:

The applicant is requesting City Council approval to sell intoxicating liquor at a hotel.  Specifically, the applicant plans to offer alcohol for sale from a cooler located at the front desk to guests.  The applicant has not applied for a Sunday Sales license.

Applicant: Natural Hotel Group, LLC

Name of business: Clarion Pointe

Business Address: 4048 S. Lynn Court Dr.

Size of establishment (includes outdoor patio space if applicable): Stop & Shop #1 operates within approximately 60,000 square foot hotel.

Liquor License Types: Hotel Selling Intoxicating Liquor

Types of Alcohol to be sold/served: Beer and wine from 40x40 hospitality kiosk.   

History of any liquor license at this location; if a new building provides a brief update on the construction: This was the previous location of the Truman Inn Motel.  The Truman Inn did not possess a liquor license.   The applicant attested in their application that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code for this license type.

Location proximity to residential, school and church: There is residentially zoned property and homes within 300 feet of the proposed premises, however, there are not schools or churches within that area according to the City’s mapping system.  For this reason, the City Council must approve this application. 

Managing Officer Information and results from background check: The proposed business is an LLC whose sole member is Riteshkumar Kantilal Patel.  The LLC has appointed Mr. Patel the Managing Officer for purposes of this liquor license.  Mr. Patel does not serve a Managing Officer for any other liquor licenses. The background investigation conducted by the Missouri State Highway Patrol on both Mr. Patel revealed that he meets the requirements of the Alcoholic Beverages code.  Applicable City Departments reviewed the application, and the attached Inspection Report includes their comments.
