Council action is requested to issue a purchase order to Garland DBS, in the amount of $131,945.00, for roof restoration for two metal roofs at the IPL Blue Valley plant for the Power & Light Department.

IPL staff recommends issuing a purchase order for the Blue Valley plant roof repairs and restoration.

This roof restoration project is for two metal roofs at the IPL Blue Valley plant. There are two metal roof areas covered by this project. Leaks are beginning to happen in these areas.   A pre-bid meeting was held for the labor portion of this project by Garland DBS. Notice for the pre-bid meeting was published via our Public Purchase notification system. There were 131 contractors notified of the bid, of which 14 downloaded the bid. Three contractors attended the pre-bid meeting and two submitted bids to Garland DBS. Those are noted on the quote attachment and the labor portion of this project which would be awarded to Delta Innovative Services. Garland will serve as project manager and inspector to guarantee conformity of the application process for providing their warranty coverage.

This work is being awarded through the OMNIA Partners contract PW1925 with Garland DBS . The cooperative purchasing provisions of paragraph 5 of the Independence City Code allows for the purchase of items and services competitively bid by other governmental entities.

Approval of this item authorizes issuance of change orders up to a total of ten (10) percent of the original authorized amount, so long as appropriations are available.

The fiscal impact to the City is $131,945.00. Funding for the roof replacement project is included in the fiscal year 2022-23 adopted budget, page 202, project string E (201702 -C - - ) Production Facilities Improvements, account number E (7020-5406).
