Council action to award a purchase order to Toth & Associates, in the amount of $70,576.00, for Substation K additional engineering services for the Power & Light Department.

IPL staff recommends issuing a purchase order for Substation K additional engineering services.

Substation K is located at 18800 East 37th Terrace, Independence, Missouri 64051. It is a 69/13 kV distribution substation built in 1974. The substation services power to surrounding commercial and residential customers with two (2) 30 MVA transformers, via eight (8) distribution feeders. Significant high-profile customers include Independence Center and the Medical Center complex (CenterPoint). The rebuild was warranted due to the age and condition of the switchgear, transformers and control house.

The services provided at part of this purchase order will include additional drawings for switchgear manufacturer, additional review services, and continued support through the now extended construction period. The construction timeline was delayed due to the switchgear manufacturer inability to meet schedule during the pandemic. Toth & Associates are the consulting engineers used for the original project and continuation of their services is the most efficient method forward.

Toth & Associates currently is a prequalified vendor on the architectural & engineer (A/E) list maintained by the Procurement department.

The fiscal impact to the City is $70,576.00. Funding for the Substation K project was included in the 19/20 fiscal year proposed budget, page number 135, account number 201706 5406 1714.
