Council action to award a purchase order to Holthouse Construction LLC, in the amount of $492,008.00, for the Truman Road Water Main Replacement (Powell Rd. to M-78 Highway) for the Water Department.

Staff recommends issuing a purchase order to Holthouse Construction LLC.

The existing 12-inch cast iron water main on Truman Road was installed in 1957 and 1965. This main has had 4 breaks in the last 10 years resulting in thousands of dollars in repair costs and site restorations. The existing water main is under the pavement of Truman Road. The Water Department is proposing to install a new 12-inch ductile iron main along Truman Road outside of the paved roadway.

The project was bid on the e-procurement website, Public Purchase, that the city uses for solicitations. Invitation to Bid #22010 closed on March 1, 2022, with 204 firms being notified and 44 firms downloaded the invitation to bid.

The Water Department is recommending this contract be awarded to Holthouse Construction LLC. Holthouse Construction LLC was the qualified bidder with the lowest bid. Holthouse Construction LLC has not completed projects in Independence previously, but has successfully completed projects for City of Liberty, MO.

The fiscal impact to the water fund is estimated to be $492,008.00. The fiscal impact consists of the following:
• Bid Cost - $447,280.00
• 10% Change Order Allowance - $44,728.00
• Consultant Survey & Design - $15,830.00 (already expended)

The Capital Project is budgeted in account 7040-5406-402103-C on page 239 of the 2021/2022 budget in the amount of $534,170. This leaves $42,162.00 in funds additional to the contract cost within this project fund. No funds will need to be re-appropriated to complete this project.
