Council action is requested to issue a purchase order to Safe Fleet Mobile-Vision Inc (Safe Fleet), in the amount of $80,475.00, for in-car video camera systems for the Police Department.

The Police Department is in need to purchase 12 in-car video camera systems for 12 new vehicles ordered. Safe Fleet owns both the L3 Mobile Vision and Coban in-car systems. They are only making the Coban system from here on out and discontinuing the L3 Mobile Vision. The Police Department will use the Coban in the future for all new vehicle purchases since they are compatible with the current video management and storage system. The Coban is the direct replacement for the L3 and it is the only in-car camera system that is compatible with the current L3 video management system we already own.

Safe Fleet has a cooperative contract with the Houston-Galveston Area Cooperative (HGAC).

Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process.

Approval of this item authorizes the Finance and Administration Director to issue change orders up to ten (10) percent of the original authorized amount, providing appropriations are available.

The fiscal impact to the City is $80,475.00. Funding is included in the 2021/2022 adopted budget, account number E (4571-5404). The expenditure was reported as part of the second quarter supplemental appropriation ordinance which went to Council 3/7 which included appropriations for the Use Tax fund. Those appropriations are covering this purchase.
