Agenda Title:

22-729 - A resolution authorizing the City Manager to execute the Sub-Awardee Agreement between the Kansas City Area Transportation Authority and the City of Independence for the CRRSAA Formula Grant.
Recommendations:

Staff recommends approval.

Executive Summary:

The proposed sub-awardee agreement will allow the City to utilize CRRSAA grant funds to cover transit service expenses. 

Background:

KCATA is the designated recipient of federal Urbanized Area Formula Funds allocated to the Kansas City region for transit (Section 5307 funds). In response to the COVID-19 pandemic, Congress passed the $900 billion Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) Act which was signed into law by the President on December 27, 2020 which included funding of $14 billion for public transportation.  The federal method for allocation of CRRSAA funding follows the same statutory requirements as Section 5307 funds, therefore KCATA is responsible for management, allocation, and distribution of the funds in the region.

 

The purpose of the funding is to supplement lost revenues including sales tax, passenger fares and local support along with increased operating and capital expenses, including additional expenses specifically related to COVID-19, for transit agencies throughout the region.

 

In 2021, the KCATA Board approved the regional sub-allocation for CRRSAA funds to support regional transit operations.  As part of this funding allocation, the City will receive $1,118,580 funding for our transit services (i.e., intra-city fixed route, inter-city fixed route, and paratransit services).  These funds will be used to cover the City’s transit operating expenses between now and FY 2023-24.

 

The sub-awardee agreement allows the City to utilize the CRRSAA funds.



Fiscal Impact:

Funding for transportation services is included in the Fiscal Year 2021-2022 Transportation section of the Community Development budget, page 84, Grants 4450 and will be included in the Fiscal Year 2022-2023 Community Development budget.
