Council action is requested to issue a purchase order to Delta Innovative Services, Inc, in the amount of $269,500.00 for Operations and Reservoir Roof Replacements for the Water Department.

Roof Replacements of the reservoir pump houses and Courtney Bend Water Plant Operations Building are critical to protect the pumps and other equipment in the buildings that are supplying water to our customers. The current roofing systems have reached the end of their life and are failing which could result in leaks into the buildings and cause more damage within the wood fascia and soffits.

The Procurement Office of the Finance and Administration Department issued Invitation To Bid (ITB) #22016 on March 3, 2022. The ITB was publicly available through the City’s e-bidding service provider, Public Purchase. A total of (120) potential bidders were notified of the RFP, seven (7) accessed the bid.

The City received three (3) bids. The contractors supplying bids were Delta Innovative Services, Inc, JR & CO., Inc. and Kaw Roofing & Sheet Metal Inc.. JR & Co and Kaw Roofing & Sheet Metal supplied incomplete bids. Delta Innovative Services bid of $269,500, was the only bid from a contractor bidding on all the properties. Delta also has history of providing roofing and siding services to the City.

Approval of this item authorizes change orders up to a total of ten (10) percent of the original authorized amount for each order, providing appropriations are available.

The fiscal impact to the City is $269,500.00. Funding is included in the 2021-2022 adopted budget, Project string E (402201 -C - - ), account E (7040-5406)
