1. Council action is requested regarding the application received from Gas N Smokes, LLC; for a Retail Selling of Intoxicating Liquor in the original package license located at 16390 E 23^rd Street S.   

This application meets the requirements of the City’s Alcoholic Beverage Code. 

The applicant is requesting City Council approval to sell intoxicating liquor in the original package on premises seven days a week.  If City Council approves this license the Sunday Sales license will be issued administratively.  The applicant has indicated that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code.

Size of establishment (includes outdoor patio space if applicable): Discount Smokes operates withing a 2,500 square foot convenience store with gas. 

Liquor License Types: Retail Selling of Intoxicating Liquor of all kinds in the original package. 

Types of Alcohol to be sold/served: Various types of intoxicating liquor in the original package.

History of any liquor license at this location; if a new building provides a brief update on the construction:  This convenience store has occupied this location for many years without a liquor license. 

Location proximity to residential, park, school and church: There are no hospitals, churches, schools, or parks within 300 feet, however there is residentially zoned property within 300 feet of the premises according to the City’s mapping system.

Managing Officer Information and results from background check: The LLC has indicated the Richard T. Bryant will serve as the appointed managing officer.  The background investigation conducted by the Missouri State Highway Patrol on Mr. Bryant revealed he meets the requirements of the Alcoholic Beverages code.
