Agenda Title:

22-740 - A resolution amending the Personnel Policies and Procedures of the City of Independence, Missouri adding Juneteenth as an officially recognized City holiday.
Recommendations:

City staff and the City's Personnel Board recommend approval of the resolution.
Previous Activity:

The City's Personnel Board held hearings on February 11, 2022 and April 8, 2022 to consider amending the text of the City’s Personnel Policies to add Juneteenth to the City’s list of designated holidays. The Personnel Board recommended approval by 2-1, with one member supporting recognition of Juneteenth but opposing it due to fiscal impact and the current number of recognized City holidays.  
 

 
Background:

The City Independence is committed to commemorating and acknowledging the people and events who have shaped our history. A Juneteenth holiday celebrates and commemorates black culture and black history and is consistent with the City’s adopted strategic plan, Independence for All.  

 

The Resolution further directs that President's Day be converted to a floating holiday. City offices will no longer be closed on President's Day. 



Fiscal Impact:

The fiscal impact of a City holiday is approximately $50,000 for premium and special pay, which are conditioned upon the provisions in the Personnel Policies and Procedures Manual and/or respective work agreements.  The proposed resolution converts President’s Day to a floating holiday which mitigates the cost of a city holiday and provides employees with the flexibility to select time off based upon their individual needs and schedules.
