22-749 - A resolution directing the City Manager to research local government best practices regarding Elected Officials Code of Ethics, campaign contribution limits, term limits for elected officials and campaign contribution conflicts of interest and to provide recommendations for further action related to these items by June 27th, 2022.

Executive Summary:

The City Council has indicated that they wish to explore strengthening the City's rules and regulations regarding both individual campaign contribution limits and sources of campaign contributions for Mayor and City Council elections. The City Council also wishes to explore adding term limits for the Office of Mayor and City Council. Finally, the City Council wishes to explore adopting a Code of Ethics to govern and guide the behaviors and interactions of the Mayor and City Council.
Background:

The City Council also wishes to explore adding term limits for the Office of Mayor and City Council. Finally, the City Council wishes to explore adopting a Code of Ethics to govern and guide the behaviors and interactions of the Mayor and City Council.

 

If adopted, this item would direct City staff to explore best practices among peer cities across the United States relative to these issues. City staff would make recommendations to address these topics. As part of their research, City staff would also suggest how best to implement these proposed recommendations, including changes to the City Council Rules of Procedure, updates to the City Code of Ordinances, and any items that should be considered for inclusion in the City Charter by the newly-formed City Charter Review Committee.



Fiscal Impact:

There is no cost associated with the research for this item. City staff will research these issues using in-house resources.
