Council action is requested to issue a purchase order for $57,147.00 to Mid-America Valve for the replacement of contact/settling desludge valves at the Courtney Bend Water Treatment Plant for the Water Department.

Replacement of these desludge valves is critical for the treatment of drinking water as these valves allow water treatment solids to be removed from the treatment basins.  These basins provide for removal of excess minerals from the groundwater.  The excess minerals plus the spent lime that performs this action must be removed to allow for proper operation of the basins.

The Procurement Office of the Finance and Administration Department issued Invitation to Bid (“ITB”) #22031 on March 28, 2022. The ITB was publicly available through the City’s e-bidding service provider, Public Purchase. There were 51 potential bidders notified of the ITB, 5 accessed the ITB.

The City received one bid in response to ITB #22031. Upon review by Water Department Staff, it was determined the bid submitted by Mid-America Valve met the requirements specified. Mid-America Valve appear to possess the necessary capability and capacity to successfully perform the work required.

Approval of this item shall authorize change orders up to a total of ten (10) percent of the authorized amount for each order, provided appropriations are available.

The fiscal impact to the City is $57,147.00. Funding is included in the 2021-22 adopted budget, page 217 (operating expense), Project string E (422218 -W - - ), account number E (4830-5212).
