| | | | | | | | Background:
Substation E is located at 35th and Northern in Independence, Missouri. It is a 69/13 kV distribution substation built in 1974. Substation E services power to surrounding commercial and residential customers. The substation is fed from 3 69kV sources with deteriorating dead-end structures. The 69kV is currently routed over existing substation equipment causing the need for increased resources to be able to perform substation maintenance safely. Also based on transmission studies, Substation E will need a 4th 69kv circuit in the future. The rerouting of the line terminals, replacing the failing structures, and planning for the future 4th circuit is necessary and recommended.
A bid was issued to purchase replacement transmission structures. The purchase of the structures will resolve the deteriorating structure issue as well as allow rerouting of the line terminals. In addition the new structures and line reroute will make the substation more esthetically pleasant. The structure scope includes steel arms, grounding pads, grounding sleeves, and other hardware as specified.
The Procurement Division issued Invitation to Bid #22044 through Public Purchase, the City’s e-bidding platform, which notified (187) potential respondents, (12) accessed the bid.
Two bids were obtained for the Substation E Transmission Reroute Steel bid. MICA Steelworks and Rohn Products each submitted a bid for the steel structures. MICA Steelworks provided the low cost bid with no exceptions to the City’s Terms and Conditions.
Approval of this item authorizes Power & Light to approve change orders up to 10% of the approved amount.

Fiscal Impact:
The fiscal impact to the City is $199,831.00. Funding for the Substation E Transmission Reroute Steel is included in the 20/21 fiscal year proposed budget, page number 153 and in the 21/22 fiscal year proposed budget, page number 199, account number 70201804 5406 1714.
