Staff recommends approval of Resolution 22-765. However, staff further recommends amending Resolution 22-765 to change the date of the City Council vote to affirm the Commission members. Currently, the resolution states that each appointment to the committee will be affirmed by majority vote of the City Council at the August 1, 2022 City Council meeting. Continuation of this item now makes that date impractical and necessitating an amendment. |

Resolution 22-765, a resolution creating the Charter Review Commission for the City of Independence, Missouri, was postponed at the July 11th meeting of the Independence City Council. The City Council directed the City Manager to add this item to the July 25th Study Session agenda for further discussion and to the August 1st Regular Meeting of the City Council for final consideration. |

On April 18th, 2022, the City Council approved Ordinance 19321, forming a seven-member Charter Review Commission with members individually appointed by one member each of the City Council. On May 23rd, 2022, the City Council rescinded this ordinance and directed the City Manager to research best practices for establishing a City Charter Review Commission and to prepare a resolution for consideration by the City Council based on these findings. On June 21st, 2022, staff placed a resolution on the City Council agenda recommending approval of a City Charter Commission. The item was postponed for further discussion and to hold a public hearing. The public hearing was held on July 11th, but the item was again continued to the August 1st, 2022 meeting. |
