Council action is requested to enter into a one (1) year contract, with four (4), one-year renewal periods for Security Officer Services with Allied Universal for the Power & Light Department.

Council approval to issue a contract.

A Request for Proposals for Security Officer Services was issued on May 4, 2022. Three (3) firms responded to the solicitation: Allied Universal, Gardaworld and Securitas.

The Evaluation Committee scored each proposal in accordance with the following criteria: 1) Experience and Reliability of the Firm; 2) Experience and Qualifications of Proposed Personnel; 3) Transition Plan and Contract Administration; 4) Substantial Compliance; and 5) Cost. After a thorough review of the proposals, the Evaluation Committee unanimously recommended Allied Universal for award of the contract.

Allied Universal has been the provider of Security Officer Services for the past five (5) years and Independence Power and Light has been very pleased with their performance.

The Request for Proposals was posted as follows.
1. Posted on the City’s website.
2. Direct notification by Public Purchase, the City’s Internet-based, e-procurement system to 137 potential providers of this service, of which, 10 downloaded the bid documents.

Funding is included in the 2022-23 adopted budget. The amount budgeted for the service is $98,208.00. Miscellaneous general expenses project string code E (93020030-F--) accounts for $43,648.00 and Miscellaneous general expenses project string code E (93010030-F--) accounts for $54,560.00 of the service.
