Executive Summary:

Resolution Number 6817 was approved by the City Council on June 21st, 2022. The Resolution directed the City Manager to solicit proposals from both the Independence Economic Development Council as well as the Independence Chamber of Commerce for economic development services. The Resolution directed the City Manager to provide this recommendation by August 8th, 2022. Staff recommends the City Council extend the date on which the City Manager is to present a recommendation for economic development services to the September 26th, 2022 Study Session.

Background:

Resolution Number 6817 was approved by the City Council on June 21st, 2022. The Resolution directed the City Manager to solicit proposals from both the Independence Economic Development Council as well as the Independence Chamber of Commerce for economic development services. The Resolution directed the City Manager to provide this recommendation by August 8th, 2022. However, additional time is needed to fully vet all options and make a fully informed recommendation. Councilmember John Perkins serves as the City's representative to the EDC. At their last board meeting, Councilmember Perkins indicated he would seek support from the City Council to grant additional time for discussions to be completed. Staff recommends the City Council extend the date on which the City Manager is to present a recommendation for economic development services to the September 26th, 2022 Study Session.


Fiscal Impact:

Historically, the City has contracted with the Independence EDC for economic development services at a rate of $170,000 per year. Additionally, the City has joined the Kansas City Area Development Council at a cost of $10,000 per year. The Adopted Budget for Fiscal Year 2022-23 reduces the total amount for economic development services to $140,000 in anticipation of a more efficient and cost-effective delivery model.
