The Police Department requested approval to purchase seven (7) Dodge Chargers in July with the intent to purchase more vehicles as they became available. Landmark Dodge had an agency cancel their order for (13) vehicles which resulted in the opportunity for the Police Department to claim these vehicles that became available. The vehicles were only available on a first come, first serve basis, so time was of the essence to commit to purchasing these vehicles. Purchase order 23000280 was released to Landmark on August 22, 2022. There is no guarantee that the Police Department will get all (13) vehicles, so that contributed to the urgency.
The total cost for these (13) vehicles was $378,950.00, which will be paid for using Public Safety Sales Tax Funds. The acquisition of these (13) Dodge Chargers will allow the Police Department to cancel the lease order of (12) civilian, non-pursuit rated, Ford Explorers for the same budgeted funds.
Landmark Dodge’s quote is based on a Mid-America Council of Public Procurement (MACPP) cooperative contract.
Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process. |

Fiscal Impact:
The fiscal impact to the City is $378,950.00. Funding was included in the fiscal year 2022/23 adopted budget, Public Safety Sales Tax Fund.
