Council action is requested regarding the change in ownership application received from Noland Petroleum LLC, for Retail Selling of Intoxicating Liquor of All Kinds in the Original Package license for the Crown Liquors located at 3900 S. Noland Road. 

This application meets the requirements of the City’s Alcoholic Beverage Code.

The applicant is requesting City Council approval of a change of ownership for the Crown Liquors convenience store to continue selling packaged liquor seven days a week.  The applicant has also applied for a Sunday Sales License and this will be issued administratively should this change of ownership be approved by City Council.

History of any liquor license at this location; if a new building provides a brief update on the construction: Current license for Crown Liquors was established in 2016.  The current owners will lease the existing business to Noland Petroleum, LLC and continue its operation.   

Managing Officer Information and results from background check: The proposed business is an LLC owned by Lovedeep Singh.  Noland Petroleum has appointed Stisha Burton the Managing Officer for purposes of this liquor license.  The background investigation conducted by the Police Department and the Missouri State Highway Patrol on Ms. Burton revealed she meets the requirements of the Alcoholic Beverages code.

The applicant has submitted a signed affidavit indicating that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code for this license type.
