22-090 - 1R.  An ordinance approving the Cooperative Agreement among the City of Independence, Missouri, the Noland South Shopping Center Community Improvement District and the Noland South Development Company, L.L.P.
Recommendations:

Staff recommends approval of this cooperative agreement. 

Executive Summary:

The City Council passed Ordinance No. 19335 approving the creation of the Noland South Community Improvement District on June 6, 2022.  The CID was created to reimburse the owner for eligible costs associated with capital improvements and maintenance (including but not limited to façade, parking lot, and signage improvements for the shopping center), administration and operations of the district, cleaning and maintenance to public areas, and additional improvements and services permitted in the Missouri Community Improvement District Act. 

Background:

City Council previously passed Ordinance No. 19335 approving the CID petition on June 6, 2022.  That ordinance required a cooperative agreement be agreed to between the CID and City.  

 

As required by the approving ordinance, the City and CID desire to enter into an agreement, regarding the operation and administration of the district, and the reimbursement for eligible costs associated with capital improvements and maintenance within the district.  The operations of the district will have no direct impact on the City budget.   



Fiscal Impact:

The approval of this agreement will have no fiscal impact.  District Revenue is deposited directly with the CID from the Missouri Department of Revenue.
