The Sewer Maintenance Division of Municipal Services is in need of installation of a monolithic multi-layer/component manhole lining system to provide infiltration and corrosion protection for pipes within the sewer system.
The Procurement Office of the Finance and Administration Department issued Invitation to Bid (“ITB”) #22079 on August 29, 2022. The ITB was publicly available through the City’s e-bidding service provider, Public Purchase. There were 98 potential bidders notified of the ITB, 6 accessed the ITB.

The City received one bid in response to ITB #22079. Upon review by Sewer Maintenance Staff, it was determined the bid submitted by Midwest Infrastructure Coatings LLC met the requirements specified.
Midwest Infrastructure Coatings is the only vendor and certified installer for the OBIC Armor Multilayer Liner System for this area.
• This type of manhole liner system is a 3-layer polyurea coating system that is corrosion and chemical resistant.
• This type of manhole lining system will not crack. It has 395% elongation that can withstand the frequent freeze/thaw cycles in our climate.
• This product comes with a 10-year warranty. This warranty is stamped into each liner just below the manhole lid for easy reference.
• This product has a 50-year service life.
• This product offers excellent adhesion and high abrasion resistance.

This project is a budgeted item in the Municipal Service Department’s FY22-23 capital budget.

Approval of this item shall authorize change orders up to a total of ten (10) percent of the original authorized amount, provided appropriations are available.

The fiscal impact to the City is $56,520.00. Funding is included in the fiscal year 2022/23 adopted budget, Project string E (9757 -C - - ), account code E (7030-5406).
