Agenda Title:

Approval is recommended to enter into a five (5) year contract with Open Systems International, Inc. (an AspenTech business) for technical services and support of the Power & Light Department Supervisory Control and Data Acquisition/Energy Management System (SCADA/EMS).

Recommendations:

Staff recommends approval to enter into a contract.

Background:

Open Systems International, Inc. (OSI) provided the City’s Power & Light Department (IPL) with a SCADA/EMS computer system in 1999. The SCADA/EMS is a proprietary computer system used by the Power & Light Department to monitor and control the high voltage electrical system (voltages exceeding 13kV). The SCADA/EMS is required to have high availability and high reliability; little or no down time is tolerated for Power & Light to comply with industry requirements and NERC regulations.

The City contracts with OSI annually to provide technical support, software maintenance, and updates for the SCADA/EMS. These services are required for the SCADA/EMS to maintain its high availability/high reliability. OSI is the only vendor (sole source) that can provide this service for IPL. Expenditures will not exceed budgeted amounts.

The contract for this service gets invoiced generally every October and takes effect at the beginning of the next calendar year.



Fiscal Impact:

Expenditure for fiscal year 2022/23 will not exceed $130,000. Increases for subsequent years will not exceed 7% increase per annum. Funds for this contract are paid from the following fund and account: Power & Light Fund 6170-5212
