This overall project consists of the replacement of the 69kV transmission line from Substation E to Substation F. The 69kV line from Sub E to Sub F is 7.41 miles long and consists of 125 single pole structures. The Sub E to Sub F line was originally owned and maintained by KCPL. The City purchased the transmission line in 2012, with the plan to rebuild it since this line is integral to IPL system reliability.
The E/F project was separated into three phases due to budgeting concerns and the large scope of work. Phase I and Phase II consisting of 93 structures is now complete. Out of the remaining 32 structures in Phase III only 18 remain. Subsequently the 69kV line entries and exists at Sub E are scheduled for re-routing due to age of structures and maintenance concerns. All materials have already been purchased. This work will conclude the rebuilding of the Sub E to Sub F 69kV line.
An invitation to Bid (ITB) for E/F Phase III and Sub E 69kV re-route construction was issued on August 11, 2022. The ITB was published through Public Purchase, the City’s e-procurement service which notified 44 potential bidders, of which 18 accessed the bid documents. Eight bids were received when the solicitation closed on September 9, 2022. RS Electric was the low bid, accepted the City’s Terms and Conditions without exception and met all the bidding requirements. IPL Engineering and T & D concur to issue the purchase order to RS Electric Utility Services.
