  1. Council action is requested regarding the application received from Bally Plaza LLC for the Retail Selling of Intoxicating Liquor by the Drink for Nirvana Coffee Shop and Lounge located at 10707 E Winner Rd.

Recommendations:

This application meets the requirements of the City’s Alcoholic Beverage Code. 

Executive Summary:

The applicant is requesting City Council approval for the retail selling intoxicating liquor by the drink Monday through Saturday.  The existing business intends to expand their menu to offer alcoholic drinks.  The applicant has indicated that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code.

Applicant: Bally Plaza, LLC.   

Name of business: Nirvana Coffee Shop and Lounge

Business Address: 10707 E. Winner Road

Size of establishment (includes outdoor patio space if applicable): Nirvana Coffee Shop and Lounge operates within a 2,500 square feet retail space at 10707 E Winner Road in Englewood. 

Liquor License Types: Retail Selling of Intoxicating Liquor by the drink. 

Types of Alcohol to be sold/served: Various types of intoxicating liquor by the drink.

History of any liquor license at this location; if a new building provides a brief update on the construction:  This location has been several retail and/or food establishments over the years.  Nirvana Coffee Shop and Lounge recently opened this small coffee shop and game lounge in 2021.  The business intends to expand their menu to offer alcoholic drinks Monday through Saturday. 

Location proximity to school, church, or residential zoning: There are no schools located within 300 feet, however there is residentially zoned property and a couple churches within 300 feet of the premises according to the City’s mapping system.

Managing Officer Information and results from background check: Bally Plaza, LLC has indicated Misty Tilton will serve as the appointed managing officer.  The background investigation conducted by the Missouri State Highway Patrol on Ms. Tilton revealed she meets the requirements of the Alcoholic Beverages code.

Applicable City Departments reviewed the application, and the attached Inspection Report includes their comments.
