22-817 - A resolution amending Resolution No.  6855 and removing Section 5 from the resolution.
Recommendations:

Executive Summary:

On September 6, 2022, the City Council approved Resolution 6855 which authorized the City Manager to implement changes developed by the Special Stay Well Sub-Commitee to the Stay Well Fund. The amended resolution would eliminate Section 5, of Resolution 6855-Implement City-Sponsored HSA contributions to be made quarterly rather than annually. This change was estimated to save the Stay Well Fund up to seven percent annually.

Background:

At the August 15 City Council Meeting, the City Manager recommended approval of Resolution 22-799 authorizing the City Manager to implement recommendations made at the August 8 Study Session. The City Council voted to postpone that Resolution and voted to form a Special Stay Well Sub-Committee consisting of the following representatives:

 

  • Zach Walker-City Manager
  • Jared Fears-City Council
  • Mike Veit-781 Representive and Stay Well Comittee Chair
  • Cindy Culp-LAGERS Chapter 1 Stay Well Represenative
  • Bob Sorensen-LAGERS Chapter 1 President

 

The subcommittee met five times over the course of 13 days and developed six recommendations.  Staff has been finalizing materials for Open Enrollment and requested MOUs from two bargaining units to implement the directive of the City Council, as the work agreements with these bargaining units have specific language relative to City contributions to Health Savings Accounts.

 

One of the bargaining units, IAFF 781, has not agreed to the changes outlined in Resolution 6855. 

 

Staff recommends amending Resolution 6855 to eliminate the quarterly contribution and continue the City's practice of providing lump sum Health Savings Account Contributions on January 1 each year or upon the start of a new employee. 



Fiscal Impact:

This change will increase the expenses of the Stay Well Fund by approximatley 7 percent or less.
