  1. Council action is requested regarding the application received from Crafts and Cocktails, LLC for a Consumption of Intoxicating Liquor license located at 17201 E. US 40 Highway, Suite 115.

Recommendations:

This application meets the requirements of the City’s Alcoholic Beverage Code. 

Executive Summary:

The applicant is requesting City Council approval for consumption of intoxicating liquor potentially seven days a week from 12:00 pm to 10:00 pm.  The applicant has indicated that this location will not serve or sell alcohol of any kind, but customers will be allowed to bring in alcohol to consume and this meets the City’s Alcoholic Beverage Code.

Business Address: 17201 E. US 40 Hwy., Suite 115

Size of establishment (includes outdoor patio space if applicable): Crafts and Cocktails intends to operate within a tenant space of approximately 1,000 square feet.

Liquor License Types: Consumption of Intoxicating Liquor 

Types of Alcohol to be sold/served: Various types of intoxicating liquor in the original package brought in by customers should they choose.

History of any liquor license at this location; if a new building provides a brief update on the construction:  The Country Meadows shopping center has been occupied by several retail and/or food establishments in the past.  The current mix of tenants in the shopping center include a restaurant, offices, medical offices, pet grooming and a spa.  Craft and Cocktails is a new business choosing to operate in Independence.  They will provide a space for customers to rent and host parties for arts and crafts.  The business will operate in approximately 1,000 square foot space. 

Location proximity to school, church, or residential zoning: There are no schools or churches within 300 feet, however there is residentially zoned property within 300 feet of the premises according to the City’s mapping system.

Managing Officer Information and results from background check: The LLC has indicated Shelly L. Foster will serve as the appointed managing officer.  The background investigation conducted by the Missouri State Highway Patrol on Ms. Foster revealed she meets the requirements of the Alcoholic Beverages code.

Applicable City Departments reviewed the application, and the attached Inspection Report includes their comments.
