Council action to award a purchase order to Black & MacDonald in the amount of $57,959.20 for Traffic Signal Replacement at the intersection of 39th Street & Bolger Square for the Power & Light Department.

IPL staff recommends issuing a purchase order to Black & MacDonald for this service.

On August 8th, 2022, a dump truck exiting the Bolger Square shopping area with its dump bed up, struck and tore down the west bound traffic signal located at 17820 E 39th Street, Independence MO 64055 (39th & Bolger Square). CharlesWorth & Associates, the City’s Risk Management Consultant, is currently processing the claim for the damage recovery with the company/contractor who struck the signal. The traffic signal was damaged beyond repair and needs complete replacement to include a new concrete base, structure parts - pole and mast arm meeting current MODOT Standards. A temporary signal has been in place since the knockdown providing traffic control in this high traffic location.

The project was bid on the e-procurement website, Public Purchase, that the city uses for solicitations. Invitation to Bid #22086 closed on October 25th, 2022, with 69 firms being notified and 22 firms downloaded the invitation to bid.

Bids on Public Purchase were requested and received from three bidders, and Black & MacDonald is recommended for the award based on their submission of $57,959.20. They meet the experience and project requirements of Power & Light and were the lowest cost of all bid submissions. Current project completion timeline is expected to be 14-16 weeks from notification of award due to supply chain issues with the pole and mast structures from suppliers.
