Council action is requested to issue $370,000.00 worth of purchase orders for Underground Utility Locating and Marking Services with USIC Locating Services for the Power & Light, Municipal Services and the Water Departments.

The Missouri One-Call Statute mandates that City-owned utilities provide locating services under the Missouri One-Call Program. Power & Light, Municipal Services and the Water Department do not have sufficient staffing to comply with the volume of facility location requests under the provisions of this statute and thus contract for the service.

The Procurement Division issued an Invitation to Bid (ITB) for underground utility locating and marking services was issued on February 18, 2022. The ITB was published on the City's website through Public Purchase, the City's e-bidding provider, which notified 135 potential bidders; 10 accessed the ITB.

Three firms responded to the solicitation: Badger Daylighting Corporation, Integrity Locating Services, LLC (Integrity) and USIC Locating Services. USIC Locating Services was determined to be the lowest, responsive bidder.

Council approved the issuance of a one (1) year contract, with four (4), one-year renewal periods on April 18th. That approval was strictly for the contract to be created and for what the expenditure was for last fiscal year. The purpose of this Council item is to get approval for the current fiscal year for the Sewer Maintenance Division of Municipal Services, and the Water and Power & Light Departments.

The fiscal impact to the City is $370,000. Funding is included in the 2022-23 adopted budget, Sewer Maintenance Sanitary Division’s portion is $50,000, account 5230-5226; Sewer Maintenance Stormwater Divisions portion is $40,000, account 5262-5226; Power & Light’s portion is $170,000, account 6150-5226 and Water Department’s portion is $110,000, account 4840-5226.
