Agenda Title:

22-111 - 1R.  An ordinance to authorize the City Manager to execute a contract between the City of Independence, Missouri and the Missouri Highway and Transportation Commission providing for participation in the Traffic Engineering Assistance Program and Design Services for a traffic study at Noland Road and 35th Street for Intersection Safety and Operational Analysis.

Executive Summary:

Approval of this item will allow the City Manager to enter into an agreement with the Missouri Highway and Transportation Commission (MHTC) to participate in the Traffic Engineering Assistance Program (TEAP) for federal funding reimbursement. Municipal Services will utilize design services from Olsson, Inc. to perform an Intersection safety and operational analysis for an amount not to exceed $15,500. MHTC will reimburse $12,000 for a total cost to the City of $3,500.
Background:

The Traffic Engineering Assistance Program (TEAP) allows local public agencies (LPAs) to receive engineering assistance for studying traffic engineering problems. LPAs facing a traffic safety or operational problem must utilize approved TEAP consultants from the LPA On-Call Consultant List to perform a traffic study.

Typical traffic engineering related projects include:  corridor safety and/or operational analysis, intersection(s) safety and/or operational analysis, speed limit review, sign inventory, pedestrian/bike route analysis, parking issues, and other traffic studies, etc. During this program call, MoDOT is opening applications for ADA Transition Plans for TEAP funding.  The ADA Transition planning work may utilize Trails & Sidewalk or TEAP consultants from the MoDOT LPA consultant on-call list.

This program call will award $150,000 in TEAP funds to local public agencies.  Agencies are reimbursed for eligible project costs at a rate of 80 percent with the local agency providing a minimum 20 percent match.  Funds administered by MoDOT will provide 80 percent of the TEAP project costs, up to $12,000 per project. If the total project cost is greater than $15,000, the local agency can pay more than 20 percent to complete the TEAP project, if desired.  Awarded projects must be completed by Spring of 2023.

Municipal Services submitted a request for project participation for an intersection safety and operational analysis for 35th Street and Noland Road and was notified of funding award on 11/07/2022.



Fiscal Impact:

The fiscal impact to the City is $3,500. Expense for the Design Services for a traffic study at Noland Road and 35th Street will be paid from Municipal Services operational funds, account number 5011-5226 - professional services. $15,500 with $12,000 reimbursed = $3,500 (20% local match).
