Agenda Title:

22-105 - 2R.  An ordinance authorizing the acceptance of funding from the U.S. Department of Justice, Bureau of Justice Assistance, Office of Justice Programs, FY 2021 Byrne Justice Assistance Grant (JAG) Program, through a memorandum of understanding with Jackson County, Missouri, which allocates $57,226.68 to the City of Independence, Missouri, for the Police Department’s use; appropriating the necessary funds; and authorizing future change orders and appropriations for the same project.
Recommendations:

The Police Department recommends approval of this grant award.
Background:

In August 2021, the Independence Police Department joined with Jackson County, Missouri, Kansas City, Missouri, and the cities of Grandview and Raytown, to submit an application for the Department of Justice, Office of Justice Programs, Justice Assistance Grant (JAG) program.  This program is used by the Department of Justice to assist state and local law enforcement efforts to prevent or reduce crime and violence, and is the primary provider of federal criminal justice funding to states and units of local government.  Award amounts are based on a statutory formula and determined by the Bureau of Justice Assistance and Bureau of Justice Statistics. 

 

The total amount that has been award to the Jackson County, Missouri area and the agencies listed above is $673,255, and the Independence portion is $57,226.68.  The Police Department intends to use this funding toward the purchase of a virtual simulation training program.  The department has been researching various types of virtual programs and believe this would be an incredibly beneficial tool for all officers (new and veteran) to continually improve their tactics and responses to stressful situations.  This type of training can assist with threat recognition, use of force options, de-escalation, crisis management and decision making.  The new training program will help further the department's efforts to improve officer safety and effectiveness, while also increasing the community's overall safety.   



Fiscal Impact:

The fiscal impact to the City is $57,226.68 to be received as grant revenue.  This revenue would be deposited in the 015 Grant Fund and appropriated to 4550-5405-JAG21.  No local match is required, however, the actual purchase of the virtual training program is expected to be much higher than this grant award.  The exact cost is not yet known, as it depends on the type of program selected.  The department will work with City Procurement for the bidding and selection process.  Any additional funding needed for the purchase of the training program will come from the Police Department Use Tax Fund Balance.  (This item has been proposed to the Public Safety Tax Oversight Committee and subsequently approved as a future Use Tax purchase.)
