Agenda Title:

22-106 - 2R.  Approval is recommended to issue a purchase order to Baysinger Police Supply, Inc. in the sum of $80,000.00 for new padded belt systems for all sworn officers.
Recommendations:

Council approval is recommended to issue a purchase order to Baysinger Police Supply, Inc. for new padded belt systems for all sworn officers in the amount of $80,000.00.
Background:

The department has been researching a new padded belt system for all sworn officers. This would be an entirely new system that would help to alleviate back and hip pain that is often experienced with the department’s current belt system. The department’s Uniform Committee is still working on the final selection of the belt and accompanying holders for the equipment worn on the belts. However, the current estimated cost of purchasing new systems for each officer is $80,000. IPD reported this information to the Tax Oversight Committee and requested approval to utilize the Use Tax for the purchase of this new equipment. The request was approved. Therefore, the department is also requesting an appropriation of $80,000 from the undesignated Police Use Tax fund balance, and Council approval for this purchase to be made utilizing the contract pricing with Baysingers Uniforms and Equipment.
The contract and purchase order, if approved, will be issued against Contract 43822 for Customizable Uniform Apparel, which is a cooperative bid agreement procured by the State of Kansas that the vendor has agreed to extend to the City of Independence. The vendor has further agreed to recognize that the governing law shall be the State of Missouri, rather than the State of Kansas. The cooperative purchasing provisions of paragraph 5 of the Independence City Code allows for the purchase of items competitively bid by other governmental entities.

Approval of this item authorizes the Finance Director to issue change orders up to a total of ten (10) percent of the original authorized amount, so long as appropriations are available.


Fiscal Impact:

The fiscal impact to the City for this purchase is $80,000.00. Funding for this purchase was not previously appropriated but is available for transfer from undesignated funds in the Police Use Tax Fund.
