In an effort to continue to improve our cyber security program, the City of Independence is in need of cyber security engineering services from TriCom Technical Services. This purchase provides a full time cyber security engineer to the City with a contract to hire option at the end of the term. TriCom Technical Services will source a qualified candidate from a very competitive and low-volume/high-demand candidate pool in the Kansas City metro area. This purchase transfers the hiring risk to TriCom and ensure the city receives a proven well-qualified and capable security analyst.  Some of the goals for this contract are to monitor alerts, identify risks, work with City staff and partners to develop mitigation plans and execute those mitigation plans. This contract will also assist with developing and enforcing security policies and procedures that meet industry best practices.  The expectation is to convert the candidate to a full time employee at the end of a six month term, however we are seeking approval of up to nine month of services to account for any changes in staffing that the agency may send.  A six month term will cost approximately $104,000 and nine months will be $156,000.

Approval of this item shall authorize change orders up to a total of ten (10) percent of the authorized amount for each order, provided appropriations are available.
