Agenda Title:

Review of recommended City Council Rules of Procedure updates.
Recommendations:

Staff seeks direction and recommends City Council collectively decide what further rules of procedure changes are needed and adopt these changes in order to provide consistent business processes.
Executive Summary:

Section 2.16 of the Charter of the City of Independence provides that the Council may determine its own rules of procedure for meetings. These rules shall be in effect upon their adoption by the Council and until such time as they are amended or new rules adopted in the manner provided by these rules. 
Previous Activity:

The City Council Rules of Procedure were first adopted on September 8, 1964. They have been amended 26 times since then, including seven times in the last five years. They were most recently amended on October 3rd, 2022.
Background:

City staff has completed a comprehensive review of the rules of procedure for surrounding municipalities, including Kansas City, Blue Springs, Lee's Summit, Raytown and Grandview. City staff have researched best practices regarding procedures for the conduct of business and have consolidated these into a comprehensive revision of the Council Rules of Procedure. It is recommended by staff that a comprehensive update be completed in order to avoid a continued piecemeal approach.
