Agenda Title:

Purchase order 23000666 in the amount of $49,995.00 was issued to Lou Fusz Ford for the purchase of a Ford F150 Police Responder truck for use by the Police Department.
Recommendations:

Staff is providing notification to the City Council of this purchase.
Background:

The Police Department purchased a Ford F150 Police Responder truck. The department only wants to purchase police rated vehicles. The Ford F150 Responder is a purpose-built truck for police agencies, this vehicle is not available for purchase by the general public. This vehicle has police specific brake calipers and friction material (brake pads), tires, red night vision map light, and suspension components that are not available on a standard pickup truck. There are additional features as well that are part of this package. The interior is designed for police use and there are additional electrical features (wiring for police upfitting) and other items that are only offered on the Responder F150. The Ford Responder F150 is currently the only pursuit certified pickup on the market. This is the only Ford Responder vehicle in stock in the state of Missouri.

After authorization by the City Manager, the purchase order was issued against the State of Missouri contract #CC222374009, which is a cooperative bid agreement available for use by all municipalities in the state of Missouri. The cooperative bids used will have been established pursuant to RSMo.70.220, or generally accepted governmental purchasing practices through the competitive bidding process. The cooperative purchasing provisions of paragraph 5 of the Independence City Code allows for the purchase of items competitively bid by other governmental entities. Purchases by this method shall be exempt from Section 8.06.003 of the Code and shall not require formal Council approval, but will be reported in accordance with Section 8.06.003.
Emergency Justification:

The supply chain issues continue to cause significant hardship on procurement of many items, including vehicles. The availability of inventory in stock as well as to be ordered is extremely limited.


Fiscal Impact:

The fiscal impact to the City totals $49,995.00. Funding for the Ford F150 Police Responder truck is included in the fiscal year 2022-23 adopted budget, account number (4571-5404) for Mobile Equipment.
