  1. Council action is requested regarding the application received from Jackson County Shrine Club for a Consumption of Intoxicating Liquor license located at 120 ½ S. Pleasant.

Recommendations:

This application meets the requirements of the City’s Alcoholic Beverage Code. 

Executive Summary:

The applicant is requesting City Council approval for consumption of intoxicating liquor potentially seven days a week from 6:00 am to 1:30 am.  The applicant has indicated that this location will not serve or sell alcohol of any kind, but customers reserving the space for events will be allowed to bring in alcohol to consume.  This meets the City’s Alcoholic Beverage Code.

Size of establishment (includes outdoor patio space if applicable): Jackson County Shrine Club operates within the approximately 2,790 square feet of the Fellowship Hall of the Masonic Lodge.

Types of Alcohol to be sold/served: Various types of intoxicating liquor in the original package brought in by customers should they choose.

History of any liquor license at this location; if a new building provides a brief update on the construction:  Jackson County Shrine Club is a Fraternal Organization that currently operates out of the Masonic Lodge and uses their Fellowship Hall.  The Fellowship Hall is approximately 2,790 square feet in size and is rented out for events to the public.  Jackson County Shrine Club would like for those customers renting the space to have the option of bringing in alcohol for their events.

Location proximity to school, church, or residential zoning: There are no schools within 300 feet, however there are residentially zoned property and churches within 300 feet of the premises according to the City’s mapping system.

Managing Officer Information and results from background check: The Jackson County Shrine Club has indicated Kenneth LaCore will serve as the appointed managing officer.  The background investigation conducted by the Missouri State Highway Patrol on Mr. LaCore revealed she meets the requirements of the Alcoholic Beverages code.
