Agenda Title:

Council action is requested to authorize the City Manager to approve a design contract, and issue a purchase order to, Burns & McDonnell for an amount not to exceed $693,385.80, authorizing future minor change orders not to exceed $69,385.58. and/or time extensions, to perform engineering design services for the 24 Highway Complete Streets Phase 3 Project (No. 112212).

Executive Summary:

Approval of this request will authorize the City Manager to enter into a design contract with, and issue a purchase order to, Burns & McDonnell for design services on the 24 Highway Complete Streets Phase 3 Project (No. 112212).

 

A request for proposals was issued for these services. Three design firms submitted Burns and McDonnell were determined to be the best selection for this project.

Background:

Phase 3 of the 24 Highway Complete Streets Project will implement the removal of offset intersections at multiple locations, upgrade and/or replace sidewalks, and install a multimodal trail. Associated elements include new curb and gutter, truncated domes, asphalt pavement, curb inlets, pavement markings, ADA signal improvements, signing, and street lighting. 

 

This phase continues improvements to 24 Highway westward from Sterling Avenue to Wilson Road.

 

Phase 1 and 3 of the 24 Highway Complete Streets Project are 50/50 cost share agreements with the Missouri Department of Transportation.


Fiscal Impact:

The fiscal impact to the City is $762,771.38. Expenses for design services on the 24 Highway Phase 3 Project (No. 112212) will be paid by deferred maintenance funds out of 7011-5406.
