Agenda Title: 23-701 - A resolution directing the City Manager to record, livestream, and upload meetings of the City Charter Review Commission. -Requested by Councilmembers Mike Steinmeyer and Brice Stewart


Executive Summary: If approved, this item would require the meetings of the Independence Charter Review Commission to be recorded, livestreamed, and uploaded to the City's virtual streaming platforms, and use Conference Room 117 at the Independence Utility Center.


Previous Activity: Resolution No. 6846 was approved by the City Council on August 1, 2022, which created the Charter Review Commission. Resolution No. 6867 was approved on October 17, 2022 which amended said resolution. Resolution 6877 was approved on December 5, 2022 appointing members to the Charter Review Commission. Presently, Resolution 6724 requires the following open public meetings to be recorded, livestreamed and uploaded to the City's virtual streaming platforms: Audit & Finance Committee, Board of Adjustment, City Planning Commission, Heritage Commission, Independence Economic Development and Incentive Commission, Public Utilities Advisory Board and the Tax Increment Financing Commission. Resolution 6724 requires the following open public meetings be recorded and uploaded to the City's virtual streaming platforms, but not livestreamed: Board of Ethics, City Judicial Commission, Human Relations Commission, Independence Advisory Board of Health and Personnel Board.


Background: Amended during the January 3rd City Council Meeting.


Fiscal Impact: Assuming each meeting is two hours in duration, the estimated fiscal impact is approximately $375 per meeting. Assuming 26 meetings per year, the annual cost would be $9,750.
