Council action to issue a purchase order to Capital Electric Line Builders in the amount of $58,000.00 for a Traffic Signal Replacement at the Intersection of E. 35th & S. Sterling Ave for the Power & Light Department.

Power & Light staff recommends issuing a purchase order.

On November 14th, a pickup truck traveling north bound on Sterling went out of control and struck the traffic signal and utility pole at the NE corner of the intersection of E. 35th and S. Sterling Ave. Both structures, traffic signal and nearby utility pole were damaged beyond repair. The utility power pole was immediately replaced, the traffic signal and its components are being procured and is estimated to be completed in 14-16 weeks from receipt of the city’s purchase order.

CharlesWorth Consulting is currently opening a claim for the damage recovery with the insurance company of the driver who struck the signal. The traffic signal was damaged beyond repair and needs complete replacement to include a new concrete base, structure parts - pole and mast arm meeting current MODOT Standards. A temporary signal has been in place since the knockdown providing traffic control in this high traffic location.

The project was bid on the e-procurement website, Public Purchase, that the city uses for solicitations. Invitation to Bid #22116 closed on December 27th, 2022, with 63 firms being notified and 7 firms downloaded the invitation to bid. Capital Electric Line Builders and Black and McDonald submitted bids. Capital Electric Line Builders bid of $58,000 is recommended for award because of their meeting the experience and project requirements with Power & Light. Current project completion timeline is expected to be 14-16 weeks from notification of award due to supply chain issues with the pole and mast structures from our supplier.
