Council action is requested to issue a contract with Martin Underground for Fiber Optic Construction Services for one (1) year, with four (4) possible one-year renewal periods for the Power & Light Department.

This contract provides installation, maintenance, and repairs services for Power & Light’s fiber optic cable system. As the City's fiber optic network expands to meet its demands, this agreement provides a lower cost alternative to expanding the fiber cable system. The contractor provides necessary services on an "as needed" basis, and the city makes no guarantee of any specific amount of money to be expended under this agreement. The vendor also supplies additional support to Power & Light crews during emergency restoration or storm related events.

The City issued Invitation to Bid (ITB #22114) for Fiber Optic Construction on December 9, 2022. The bid was posted on the Public Purchase Website; The ITB was published through the Public Purchase e-procurement website, which notified (339) potential bidders; (18) accessed the bid. Martin Underground was the only responsive bidder. Martin Underground has completed several projects for Power & Light over the past contract period.
