Agenda Title:

Council action is requested to issue a purchase order to Worth Motorsports Inc, for three (3) 2022 Harley Davidson Road Kings and motorcycle maintenance to be purchased by the Police Department, in the amount of $68,392.00.
Recommendations:

Council approval to issue a purchase order to Worth Motorsports Inc, for three (3) 2022 Harley Davidson Road King for the Police Department in the sum of $58,392.00 and expend up to $10,000 for non-warranty maintenance and repairs with this dealership for the remainder of the fiscal year.
Background:

The Police Department needs to purchase three (3) 2022 Harley Davidson Road King. The department wishes to only purchase police rated vehicles. The Independence Police Department currently has a fleet of seven motorcycles that are deployed within the Selective Enforcement Unit. This unit rotates vehicles and consists of three full-time employees with one Sergeant (there are currently three vacant positions). There are two employees who have been selected for the unit and are currently awaiting appropriate staffing levels so they can be transferred. Both officers are currently trained and utilized for special events, escorts, complaints, and enforcement. On September 10th, 2020, the department received three new motorcycles for the fleet, and expected replacement of three additional motorcycles in 2022 for the one that has been lost as a result of a motor vehicle incident. Two other motorcycles have exceeded their usefulness.

The Procurement Division issued Invitation to Bid (ITB) # 22078 on the e-procurement website, Public Purchase, that the city uses for solicitations. The ITB closed on September 8th, 2022. With 19 firms being notified and 4 firms downloaded the invitation to bid.

Three dealers, Rawhide Harley Davidson, Worth Harley-Davidson and Yeager’s Cycle Sales Inc. submitted bids. After careful review Worth Harley-Davidson submitted the lowest responsive and responsible bid. Worth Harley Davidson has a history of being good to work with regarding quick repairs, upkeep on the motorcycles and treatment of the motorcycle officers when repairs have been needed. They have been willing to put IPD to the front of the line to get the PD’s motorcycles back on the road for the citizens.

The department also has occasional maintenance and repair issues on motorcycles that are out of their warranty period. The department can go to any Harley Dealership but have had better success recently using Worth from a convenience standpoint. The estimated spend for the remainder of this fiscal year is no more than $10,000. With the three (3) new motorcycles that will be brought into the motorcycle fleet, this figure should be reduced.

The bikes that will be getting replaced are asset 4136-2013 Road King HD with 28,569 miles, asset 4137-2013 Road King HD with 45,823 miles, and asset 4371-2017 Road King HD (crashed) with 38,926 miles.

Approval of this item authorizes change orders up to ten (10) percent of the original authorized amount, providing appropriations are available.


Fiscal Impact:

The fiscal impact to the City totals $68,392.00. Funding for the three (3) new 2022 Harley Davidson Road King motorcycles is included in the Police portion of the USe Tax Fund of the fiscal year 2022-23 adopted budget, account number (4571-5404) for Mobile Equipment, and the maintenance and repairs are budgeted in account number (4564-5404) for Mobile Equipment.
