Council action is requested to authorize the City Manager to enter into a 4 year cooperative agreement with the Mid-America Regional Council to fund operations related to the traffic control system known as the Operation Green Light program.

Operation Green Light is a regional arterial traffic signal coordination system.  The program goals are to improve traffic operation efficiency, air quality, and monetary savings to the member governments.  Independence has participated since the start of the program in 2004.  There are 32 cities participating in the program along with MoDOT and KDOT.

There are 36 traffic signals in Independence within the program.  The City maintains the traffic signal equipment. Operation Green Light provides for the communication systems between traffic signals, the traffic signal timing, and the regional automated traffic system oversight.  This ordinance would approve an agreement for the City's participation during 2023 through 2026. 

The overall cost of this cooperative agreement is $115,200 ($28,800 per year for four years).
