Council Action is requested to issue a purchase order to Martin Mechanical for the Courtney Bend Water Plant High Service Pump Building A/C project for the Water Department.

This project is for replacement of the air conditioning system in the High Service Pump Building at the Courtney Bend Water Plant.  This system is critical  for proper operation of the high service pumps.  The electrical equipment responsible for operating the high service pumps generates heat and without proper cooling, the high service pumping units will not operate.

The Procurement Division issued Invitation to Bid (“ITB”) #23004 on February 3, 2023. The ITB was publicly available through the City’s e-bidding service provider, Public Purchase, and130 potential bidders were notified of the ITB, 14 accessed the ITB.

The City received five (5) bids in response to ITB #23004. Upon review by City staff, it was determined the A/C unit Martin Mechanical bid matches the department needs and was the lowest, most responsive bid.

Approval of this item shall authorize change orders up to a total of ten (10) percent of the original authorized amount for each order, provided appropriations are available.

The fiscal impact to the City totals $106,520.00. Funding is included in the fiscal year 2022-23 adopted budget, page 212, project string E (402302 -C - - ) High Service Pump Site HVAC Improvements, account number E (7040-5406) Other Improvements.
