Council action is requested to issue a purchase order to Genesis Environmental Solutions, Inc. for $981,600.00 for the Trail Ridge Drive and Pacific Avenue Water Main Replacement Project for the Water Department.

The existing 6-inch cast iron water mains along Trail Ridge Drive and Pacific Avenue were installed in 1948 and 1951. These mains have had 44 breaks in the last 24 years resulting in thousands of dollars in repair costs and site restorations. The existing water mains are outside the street pavement within the right-of-way of both Trail Ridge Drive and Pacific Avenue. The Water Department is proposing to install
approximately 4,737 feet of new 6-inch ductile iron mains along Trail Ridge Drive and Pacific Avenue also outside of the paved roadway.

The project was bid on the e-procurement website, Public Purchase, that the city uses for solicitations. Invitation to Bid #23003 closed on February 10, 2023, with 182 firms being notified and 31 firms downloaded the invitation to bid.

The Water Department is recommending this contract be awarded to Genesis Environmental Solutions, Inc. Genesis Environmental Solutions, Inc. was the lowest qualified bidder and has successfully completed other projects of similar scope for projects in the Kansas City metro in the past.

Fiscal Impact:

The fiscal impact to the water fund is estimated to be $1,127,296.00. The fiscal impact consists of the following:

• Bid Cost - $981,600.00
• 10% Change Order Allowance - $98,160.00
• Consultant Survey & Design - $47,536.00 (Previously Expended)

This Capital Project is budgeted in account 7040-5406-9749C in the amount of $1,079,760.00.

The fiscal impact to the City is $981,600.00. Funding is included in the 2022/2023 adopted budget, page 215, project account number of E (9749 -C - - ) Main Replacement Program, account number E (7040-5406) Other Improvements.
