Executive Summary:
On November 8, 2022, the voters of the State of Missouri passed Amendment 3 to the Missouri Constitution, which legalized recreational marijuana in Missouri to an extent. Amendment 3 went into effect 30 days after the date of passage, and customers were able to purchase marijuana products at licensed dispensaries beginning February 6, 2023. The purpose of the proposed revisions to Chapter 12, Article 2, of the Independence City Code, which addresses controlled substances, is to bring those sections into compliance with what is now state law. The proposed revisions will update definitions and penalties related to controlled substances, possession of controlled substances, possession of drug paraphernalia, and the manufacturing and delivering of drug paraphernalia. |
