Council action to issue Change Order #3 to Purchase Order 23000016 to the Goodyear Tire & Rubber Company in the amount of $25,000 to cover additional expenses for tires the Municipal Services Department. New revised amount of PO will be $86,600.00.

Staff recommends approval to issue the Change Order.

On September 1, 2022, a $40,000 purchase order was issued to Goodyear for tires for City vehicles/trucks. On November 28, 2022, another $6,000 was added to the purchase order. Council approved a second change order on February 6, 2023. That change order allowed purchase orders up to a limit of $61,600. This latest change order will allow another $25,000 to spent for tire needs. The City spends $3,500 on average a month alone for tires for Police vehicles.

Goodyear tires have performed as best value tires during testing. Goodyears tested out most favorably for the Police and Fire Departments. The City has utilized a national contract, the National Association of State Purchasing Officials (NASPO) state of Missouri contract for pricing.

Per section 8.06.004, Paragraph 4 of the City Code states competitive bidding is not required when purchases are made through a cooperative contract established by a government purchasing entity or cooperative. The cooperative bids used will have been established pursuant to RSMo. 70.220 or generally accepted governmental purchasing practices through the competitive bidding process.

Approval of this item shall authorize change orders up to an additional ten percent of the new total amount of the purchase order, provided appropriations are available.

The fiscal impact to the City is $86,600.00. Funding was included in the 2022/2023 adopted budget, page 132, account E (5121-5210) Mobile Equipment Maintenance and E (5121-5314) Inventory Purchases.
