Agenda Title:

Council action is to enter a contract with Truman Heritage Habitat for Humanity as a qualifying community housing development organization for the development of affordable housing, utilizing 2021-22 and 2022-23 HOME program funds. 
Recommendations:

Staff recommends approval to issue a contract with Truman Heritage Habitat for Humanity. 
Background:

The City of Independence receives Home Investment Partnerships Program (HOME) funds from the United States Department of Housing and Urban Development (HUD).  HOME funding is granted to the City for the development of affordable housing, benefiting low to moderate-income households.  The City’s Comprehensive Plan Imagine 2040, Independence for All Strategic Plan, and the City-Wide Independence Housing Study helped identify the City’s housing needs and long-range planning goals.  As a result, HOME-funding strategies will help ensure quality affordable housing development throughout Independence. 

To facilitate this process, the City requested proposals that aligned with our housing development objectives delineated by the City’s Five Year Consolidated Plan.  Housing objectives include housing preservation that will rehab existing housing stock and develop newly affordable for-sale housing units.  Applicants that wish to submit a proposal are required comply with the HOME Investment Partnerships Program regulations. 

With the 2021-22 HOME program funds Truman Heritage Habitat for Humanity (THHFH) plans to acquire, rehabilitate and resale of up to three, identified vacant and foreclosed, single-family residential properties, for new homeownership opportunities for households between 50-80% AMI.  With the 2022-23 HOME program funds THHFH plans to develop 3-6 single family homes on identified vacant residential lots acquired through Jackson County Land Trust and located in the Englewood Arts District, for new affordable homeownership opportunities for households between 50-80% AMI.
 


Fiscal Impact:

The contract will authorize expenditure of $69,800 in CHDO Project funds, $23,267 in CHDO Operating funds and $343,764 in Single & Multi-Family Housing Project. (Accounts 6805.5406.700 for project funds, 6805.5226.700 for CHDO operating funds and 6803.5406.505 Single & Multi-Family Housing Project, page 86 of the 2021/2022 adopted budget) from the 2021-22 program year Department of Housing and Urban Development HOME Program funds. 

The contract will authorize expenditure of $81,557 in CHDO Project funds, $27,185 in CHDO Operating funds, and $381,449 in Single & Multi-Family Housing Project. (Accounts 6805.5406.700 for project funds, 6805.5226.700 for CHDO operating funds and 6803.5406.505 Single & Multi-Family Housing Project, page 101 of the 2022/2023 adopted budget) from the 2022-23 program year Department of Housing and Urban Development HOME Program funds.
